Cost Analysis

What Westlaw costs.

For a solo or small firm, roughly $107 to $400 per user per month depending on coverage, AI tier, and term length.

Thomson Reuters began publishing self-serve rates for firms up to ten attorneys in 2026. Above that is still a quote. Every number here is attributed to a dated source.

Rates read and verified 2026-08-24

The published rate card

The naming moved twice in two years. Westlaw Precision and the CoCounsel branding were folded into Westlaw Advantage in 2026, now the flagship tier. Westlaw Classic and Westlaw Edge remain available below it.

The published AI rates assume a three year signature. Reported term discounts run twelve percent at two years and eighteen percent at three. A one year commitment on the same tier costs materially more per month than the headline. Ask for the one year number in writing.

Seat math on published rates

The table multiplies published rates only. It contains no assumed renewal escalation, because Thomson Reuters does not publish an escalation figure and inventing one would make the page unusable.

1 attorney$4,797$3,198$1,188n/a
3 attorneys$14,391$9,594$3,564$3,336

Westlaw figures are the published monthly rate multiplied by twelve and by seat count. Real quotes at eleven seats and above frequently land below the straight multiple, because volume and term are both negotiable. Treat the ten attorney row as a ceiling, not a prediction.

Marcella Firm is $99 per seat per month for 1 to 25 seats on annual billing. BOYA is $278 per month flat for 3 seats and BOYA 20 is $1,498 per month flat for 20 seats, both deploying in the firm's own Azure tenant. This is launch pricing and rates increase after the launch period. Full tier detail is on the pricing page.

The costs outside the subscription

Out of plan search and document charges

Content outside your selected plan is billed per transaction. The Franklin County Law Library published rates of roughly ninety nine dollars per Westlaw search and roughly sixty dollars per Lexis search for out of plan use, updated June 16, 2026, plus per document fees that vary by content category.

These are the charges that produce the invoice nobody can explain at the partner meeting. They do not appear on the rate card and they scale with how curious your associates are.

Jurisdiction tiering

Single circuit coverage is roughly sixty percent of the all states plus federal rate on the AI tiers. That is a real saving if your practice is genuinely single jurisdiction, and a real trap the first time a matter crosses a state line and the research falls out of plan.

Retraining through rebrands

Westlaw Edge, then Westlaw Precision, then Westlaw Advantage with CoCounsel folded in, inside roughly three years. Each transition consumes lawyer hours that are not billable and land hardest on the people who had finally learned the previous interface.

Research time itself

The ABA 2020 Profile of the Profession found the average lawyer spends roughly seventeen percent of the workday on legal research. The ABA 2024 Legal Technology Survey put annual technology spend under $3,000 for solos and $10,000 to $20,000 for firms of two to nine lawyers, across all software rather than research alone. Whatever the license costs, the hours cost more, and the hours are the line nobody itemizes.

Before you renew

Ask for it

The one year number

Published AI rates assume a three year term. Get the one year and two year figures in writing so the discount is visible rather than baked into a number you are comparing against something else.

Ask for it

Twelve months of out of plan charges

Pull the actual per search and per document charges from the last four quarters. If they are significant, the correct fix may be a coverage change rather than a platform change.

Check first

Your bar association benefit

More than 40 state bars provide a free Fastcase or vLex tier with membership. Confirm what your package includes before paying for overlapping coverage. Free tiers generally exclude the advanced AI features.

Count them

Seats that actually log in

Per seat licensing bills the seat, not the usage. Run the login report before the renewal count is set. This is the most common source of recoverable spend.

Questions

How much does Westlaw cost per month?

For firms up to ten attorneys, Thomson Reuters publishes self-serve rates from $107.25 per month for Westlaw Edge single circuit to $399.75 per month for Westlaw Advantage covering all states plus federal, read June 2026. Westlaw Classic runs about $133 per month for a single state. Firms of eleven or more attorneys receive a quote.

Does Westlaw publish its prices?

Partly, and this changed in 2026. Thomson Reuters now posts self-serve online prices for new-customer firms with up to ten attorneys. Larger firms, existing customers, and the bundled generative tier remain quote-only.

What discount do multi-year Westlaw contracts carry?

Reported term discounts are twelve percent on a two year contract and eighteen percent on a three year contract. The published AI-tier rates already assume a three year signature, so a one year commitment costs more per month than the advertised figure.

What are Westlaw out of plan charges?

Content outside your selected plan is billed per search and per document. The Franklin County Law Library published roughly ninety nine dollars per Westlaw search and roughly sixty dollars per Lexis search for out of plan use, updated June 16, 2026, with per document fees varying by content category.

Is there a free legal research option?

Yes. CourtListener and Google Scholar are free and carry broad case law coverage, and more than 40 state bars provide a free Fastcase or vLex tier with membership. None includes a full editorial citator, so verification time moves from the invoice to the timesheet. The method is documented on the good law verification page.

Marcella publishes every rate through BOYA 20. Launch pricing, and rates increase after the launch period.
