For a solo or small firm, roughly $155 to $400 per user per month on the tiers Thomson Reuters actually prices in public, depending on coverage, AI tier, and term length.
Thomson Reuters publishes self-serve rates for new-customer firms with up to ten attorneys, and only for its two AI tiers. Above ten attorneys is still a quote, and so are Westlaw Classic and Westlaw Edge. Every number here links to the source it was read from, with the date it was read.

The published rate card
The naming moved twice in two years. Westlaw Precision became Westlaw Advantage, launched August 2025 and now the flagship tier. CoCounsel was not absorbed into it: Thomson Reuters still sells CoCounsel Legal as its own product, and the bundle is sold as Westlaw Advantage with CoCounsel Essentials. Thomson Reuters publishes the term discounts itself: twelve percent on a two year subscription and eighteen percent on a three year subscription, off the base monthly price. Read which is which. The Edge with AI-Assisted Research rate already is the three year rate, so that discount is inside the number rather than available on top of it, while Thomson Reuters states no contract term at all for Westlaw Advantage. The table multiplies published rates only. It contains no assumed renewal escalation, because Thomson Reuters does not publish an escalation figure and inventing one would make the page unusable.

Westlaw figures are the published monthly rate multiplied by twelve and by seat count. Real quotes at eleven seats and above frequently land below the straight multiple, because volume and term are both negotiable. Treat the ten attorney row as a ceiling, not a prediction.

The costs outside the subscription
Out of plan search and document charges
Content outside your selected plan is billed per transaction, and the per-document fees vary by content category. One widely cited pair of figures needs care: the Franklin County Law Library lists roughly ninety nine dollars per Westlaw search and roughly sixty dollars per Lexis search, but those sit under a heading reading Cost Recovery: what the firm charges to a client. They are guidance on what a firm may bill a client, not what Thomson Reuters bills the firm. Lexis’ own published schedule, by contrast, lists a ninety nine dollar system access charge with per-document links from two dollars upward.

These are the charges that produce the invoice nobody can explain at the partner meeting. They do not appear on the rate card and they scale with how curious your associates are.
Jurisdiction tiering
Single circuit coverage is roughly sixty percent of the all states plus federal rate on the AI tiers. That is a real saving if your practice is genuinely single jurisdiction, and a real trap the first time a matter crosses a state line and the research falls out of plan.
Retraining through rebrands
Westlaw Edge, then Westlaw Precision, then Westlaw Advantage with CoCounsel folded in, inside roughly three years. Each transition consumes lawyer hours that are not billable and land hardest on the people who had finally learned the previous interface.
Research time itself
The ABA 2020 Profile of the Profession found the average lawyer spends roughly seventeen percent of the workday on legal research. The ABA 2024 Legal Technology Survey put annual technology spend under $3,000 for solos and $10,000 to $20,000 for firms of two to nine lawyers, across all software rather than research alone. Whatever the license costs, the hours cost more, and the hours are the line nobody itemizes.

The one year number
Published AI rates assume a three year term. Get the one year and two year figures in writing so the discount is visible rather than baked into a number you are comparing against something else.
Twelve months of out of plan charges
Pull the actual per search and per document charges from the last four quarters. If they are significant, the correct fix may be a coverage change rather than a platform change.
Your bar association benefit
More than 60 bar associations provide a free Fastcase or vLex tier with membership. Confirm what your package includes before paying for overlapping coverage. Free tiers generally exclude the advanced AI features.
Seats that actually log in
Per seat licensing bills the seat, not the usage. Run the login report before the renewal count is set. This is the most common source of recoverable spend.
